North Charleston covers a wide mix of housing — long-standing residential streets, newer subdivisions, and larger multi-family communities. Enrollment is neighborhood-wide in each case, whether it starts with a board, a manager, or residents themselves.
The Totality Secure™ Safe Neighborhoods Program™ is a voluntary, subscription-based program for residential communities in Charleston County. Communities that subscribe gain exclusive access to their Community Secure Score™ reports.

Getting started in North Charleston

What happens after you register
- Submit your neighborhood details through the registration form.
- A program contact follows up by email with what participation involves.
- If your community subscribes, it moves through the program’s Discover to Maintain process and receives its Community Secure Score™ reports.

Registration does not guarantee program acceptance, and the program does not guarantee crime reduction, insurance savings, property value increases, or any specific security outcome. Can a property manager register a North Charleston community?
Yes. An owner, property manager, or management company can register a community they are responsible for and act as the program contact.
Does the program work in neighborhoods without an HOA?
Yes. Many participating-eligible communities have no association. A small group of resident organizers is enough to begin.
Does the program replace police or neighborhood watch?
No. Think of it as the modern version of a neighborhood watch — organizing the home security residents already own — but it does not replace local law enforcement, emergency services, or any existing watch group. Always call 911 in an emergency.
